Sorted by Priority #1, then #2, then #3 — like a spreadsheet's multi-level sort. #2 only reorders cities that are tied on #1, and #3 only breaks ties still remaining, so a change may first appear further down the list. The active sort fields are marked ①②③ on each card and column.
